Pricing · contract data and public order forms

NAVEX pricing and NAVEX Global pricing, EthicsPoint hotline cost per employee, and the contract terms that set your renewal

NAVEX publishes no price. Recorded contracts put the median at $7,651 a year, with deals from $1,430 to $28,151 and about 15 percent off the first quote. Public order forms show the EthicsPoint hotline costing $0.59 to $2.22 per employee a year, and the smallest buyer pays the most per head. The number that decides your bill is the subscription metric on the order form, because NAVEX's own agreement lets it go up mid-term but never refunds it going down.

Know which rules your policies must answer to before the NAVEX demo

A NAVEX quote bundles hotline, policy and training. Pick your industry and see which US rules actually apply to you first, so you buy for your obligations and not for the bundle. No signup, nothing stored.

What buyers actually sign

NAVEX Global pricing is $7,651 a year at the median

NAVEX sells through a quote form and an order form, so the only prices in public are the ones buyers report after signing. Vendr holds the largest set. We read it on 26 September 2026.

Measure NAVEX
Median contract a year $7,651
Recorded range $1,430 to $28,151
Average off the first quote 14.83%

Budget in the high four figures for a single product at a mid-sized company, and expect a multi-product deal at a large employer to land in the tens of thousands. Be careful with the editorial text on the same Vendr page: it quotes $40,000 to $120,000 a year for mid-size companies and $15 to $35 per employee, figures its own recorded high of $28,151 does not support and the public order forms below contradict by an order of magnitude. Quote the recorded numbers, not the prose around them.

The 14.83 percent average discount is thin next to the SOC 2 tools, where Vanta buyers average about 30 percent. That fits the pattern across our whole compliance software pricing comparison: discounts are narrow where the product has no drop-in substitute, and an ethics hotline with a decade of case history inside it is hard to swap out.

§ 03

Public order forms

NAVEX EthicsPoint pricing per employee, from three signed US contracts

Public bodies publish their contracts, and three US buyers attached NAVEX order forms with every line priced. They are the only primary NAVEX prices we could find anywhere. We read each one on 24 September 2026.

Buyer and term Employees Hotline line a year Hotline per employee Whole order a year
San Diego Unified School District, CA, from Sept 2022, 3 years 17,000 $10,053.35 $0.59 $30,897.49 in year 1, rising 5% a year to $34,064.48
San Bernardino County, CA, from July 2021 21,600 $16,390.91 $0.76 $16,390.91, with case management seats, telephony and analytics at $0
Liberty Public School District, MO, term to Jan 2026 2,000 $4,433.70 $2.22 $4,433.70, increases capped at 3% a year

Scale sets the rate

The 2,000-employee district paid nearly four times the per-head hotline rate of the 17,000-employee one. Below a few thousand staff, expect to pay well over $1 per employee.

Case management is the add-on

San Diego's hotline was a third of its bill. Incident Management Enterprise Lite ($10,785.21), two report forms ($8,911.56) and a data privacy module ($1,147.37) made up the rest.

Some lines cost nothing

San Bernardino and Liberty both received foundation-level case management seats, telephony and analytics at $0 beside the hotline. Ask for the same bundle before paying for an upgrade tier.

These are public-sector prices from 2021 and 2022, so read them as a floor for rates today and as proof of how the quote is assembled, not as a list price. One more line worth knowing from the San Bernardino form: translating web reports costs $0.35 a word with a $120 minimum per report, while live phone interpretation in more than 150 languages is included.

§ 04

How the quote is built

NAVEX prices by subscription metric, and the metric only ratchets up

NAVEX's pricing page names the inputs: employee count, operating regions, the complexity of your organizational structure, the products you choose, and reporting volume. It also says bundling several NAVEX solutions saves up to 30 percent. The master subscription agreement NAVEX signed with the public buyers above turns those inputs into "Subscription Metrics", which it defines with examples: licenses, employees and reports. Each product line carries its own.

Whistleblowing and incidents

EthicsPoint Professional, EthicsPoint Essentials, WhistleB and disclosure management. The hotline is metered per employee; case management by concurrent and dedicated seats.

Policy and procedure

PolicyTech and code of conduct. Federal purchase records show PolicyTech at $5,000 to $40,425 a year, broken down in our PolicyTech pricing post. Ask for the metric first: per employee acknowledging, or per author seat.

Training

Ethics and compliance training and a course library. Any line delivered to the whole workforce is where a per-employee metric compounds fastest, so ask how learners are counted.

Risk and governance

NAVEX IRM, the platform formerly sold as Lockpath. The Lockpath name no longer appears on navex.com.

Third parties

RiskRate screening and monitoring plus third-party risk management. Ask whether the metric is third parties screened or monitored, and how offboarded ones leave the count.

NAVEX One

The platform name over all of the above, plus a regulatory change management module. The bundle discount applies across these lines.

The clause that matters most is on adjustments. You may add metrics during the term at "then-prevailing prices". You may reduce them, but you get no refund and no fee reduction for the rest of the term. You must hold enough metrics to cover 100 percent of your usage, and NAVEX may bill any excess at then-prevailing prices. In plain terms: hire, and the bill rises now at list; shrink, and the saving waits for renewal. If headcount is volatile, negotiate the employee band on the order form rather than an exact count.

§ 05

The terms behind the price

Six NAVEX contract terms that change what you really pay

Every line below comes from NAVEX's own master subscription agreement and order forms as signed by the San Bernardino County and San Diego Unified buyers. Your paper may differ, which is the point: these are the defaults to negotiate away from.

Term What NAVEX's paper says What to ask for
Renewal Automatic renewal for successive 1-year periods unless either side gives written notice at least 30 days before A 90-day notice window you will actually track, or renewal by mutual written consent, as San Bernardino has
Price increases Fixed for the first 12 months or initial term, then no more than once a year with 60 days notice; no cap stated A written annual cap. Public buyers got 5% and 3%
Refunds Fees are not refundable or cancellable A one-year first term before any multi-year discount
Headcount changes Additions at then-prevailing prices; reductions give no refund for the rest of the term Pre-agreed per-employee price for additions, and a band instead of an exact count
Late payment Service can be suspended when undisputed fees are over 30 days past due; if the contract ends for non-payment, all remaining fees for the term fall due Net 60 on the first invoice, as San Bernardino has
Your data at exit Deleted within 45 days of termination A scheduled export of case history before the notice date, so your records outlive the contract

The price-increase line is the one that compounds. San Diego Unified's 5 percent cap moved its bill from $30,897.49 to $34,064.48 over three years, which is a real but predictable rise. With no cap, the default lets NAVEX set the increase each year with two months' warning, and a 30-day auto-renewal window means most teams notice after it has passed.

NAVEX competitors on price

NAVEX price compared with Convercent, PowerDMS, Mitratech, OneTrust and Case IQ

Vendor Median a year Recorded range What the record covers
Convercent (now OneTrust) $3,833 $3,124 to $5,140 Helpline and case management
PowerDMS $7,233 $619 to $18,423 Policy management
NAVEX $7,651 $1,430 to $28,151 Hotline, policy, training and GRC combined
Mitratech $10,386 $6,475 to $18,907 All Mitratech products combined
OneTrust $12,000 $1,620 to $48,215 Whole platform, mostly privacy; not like for like
i-Sight (now Case IQ) $31,000 $9,867 to $41,400 Investigation case management

All figures are Vendr records read 24 to 26 September 2026. NAVEX sits in the middle of its own category and far below the GRC suites, where medians run from about $26,000 for Diligent to $49,420 for Workiva. The honest read: if you only need a hotline, Convercent's record is about half of NAVEX's. If you only need policy management, PowerDMS is close to NAVEX on price, and our policy management software pricing guide covers per-employee versus per-module metering in that category. NAVEX earns its price when you want hotline, policy and training under one contract and one vendor's case history, and the bundle discount of up to 30 percent is how it makes that case. The full field, mapped product by product with Traliant, AllVoices and the two policy vendors that publish price lists, is on our NAVEX competitors comparison.

§ 07

Negotiating

How to negotiate a NAVEX contract

  1. 1. Price the hotline alone first. Then add policy and training and see what the bundle really takes off. The up-to-30 percent figure is a ceiling, not a default.
  2. 2. Bring the public rates. $0.59 to $2.22 per employee for the hotline is signed, published paper. It anchors the conversation better than any review site.
  3. 3. Ask for the $0 lines. Foundation case management seats, telephony and analytics came free on two of the three public orders.
  4. 4. Cap the renewal in writing. 3 to 5 percent a year is what public buyers got. Without it, the default has no ceiling.
  5. 5. Fix the per-employee price for growth. Otherwise additions bill at then-prevailing prices while reductions wait for renewal.
  6. 6. Diary the notice date. Thirty days before a one-year auto-renewal is easy to miss, and there is no refund afterwards.
§ 08

Questions buyers ask

How much does NAVEX cost per year?

$7,651 a year at the median on Vendr's record, read 26 September 2026, with deals from $1,430 to $28,151 and about 15 percent off the first quote. Public order forms show single-product hotline deals from $4,433.70 and a multi-product deal at $30,897.49 a year.

Does NAVEX publish its pricing?

No. navex.com/en-us/pricing returns a 404 and the live pricing page is a request form. NAVEX has no AWS Marketplace listing with prices, and we found no other marketplace carrying a NAVEX price. Contract records and public order forms are the only real prices.

How much does the NAVEX EthicsPoint hotline cost per employee?

Between $0.59 and $2.22 per employee a year in the three public order forms we read. The rate falls with size: 2,000 employees paid $2.22, while 17,000 and 21,600 paid $0.59 and $0.76. Case management and report forms are priced separately on top.

Can you reduce a NAVEX subscription mid-term?

You can lower the metrics, but NAVEX's agreement gives no refund or fee reduction for the rest of the term. You must also cover 100 percent of usage, and excess can be billed at then-prevailing prices. Plan headcount changes around the renewal date.

How much does NAVEX raise prices at renewal?

The default allows one increase a year with 60 days notice after the first 12 months or the initial term, with no cap stated. Negotiated public contracts capped it at 5 percent and 3 percent a year. Get your cap into the order form.

Is there a cheaper alternative to NAVEX?

For a hotline alone, Convercent's recorded median is about $3,833. For policy alone, PowerDMS runs near $7,233. If your gap is knowing when a regulation changes and which policies it breaks, ComplianceOfficer does that from $149 a month, next to NAVEX or instead of a GRC suite.

A hotline tells you about misconduct. It does not tell you when the rules change.

NAVEX collects reports and attestations against the policies you already wrote. ComplianceOfficer watches US federal and state regulators, flags the changes that touch your obligations, shows which policies they leave out of date, and keeps the audit trail. See how it handles policy compliance and attestation tracking and regulatory change management, or compare OneTrust pricing if Convercent is on your shortlist.
