Pricing · published rates and recorded contracts
Regulatory change management software pricing and cost, what Regology, ServiceNow, CUBE and Archer charge, and the unit each one bills on
Regulatory change management software costs from $149 a month to $1,700 per user per month. Regology is the only specialist that publishes a rate, and recorded contracts put its median buyer at $85,000 a year. ServiceNow includes regulatory change only in its upper IRM tiers, and CUBE, Archer, Ascent and Corlytics publish nothing. The number that sets your bill is the unit: users, operators, applications or jurisdictions.

The price table
Regulatory change management software cost by vendor, from published pages and records
We checked each vendor's own pricing page, the AWS and Azure marketplaces, UK government price lists, Vendr contract records and US federal purchase records on 28 September 2026. A blank means we looked and found nothing, which is itself worth knowing before a demo.
| Vendor | Published price | Billing unit | Recorded contracts |
|---|---|---|---|
| Regology (now Bloomberg Regology) | $1,700 per user per month, Professional, three-year contract | Per user; covers US federal and all 50 states | Vendr median $85,000 a year |
| ServiceNow IRM | Reseller lists 125, 250 and 375 USD per operator per month (Standard, Professional, Enterprise) | Per IRM operator; regulatory change only in Professional and Enterprise | Vendr median $129,871, all ServiceNow products |
| LogicGate Risk Cloud | None | Per Application plus Power Users; other users free | Vendr median $53,784, range $12,294 to $136,130 |
| FiscalNote | None; every plan says request pricing | Per user, by data package | Vendr median $24,226; a DoD order at $6,750 per user |
| CUBE (includes Thomson Reuters Regulatory Intelligence) | None; Azure listing shows a 1 dollar placeholder | Private offer | None found |
| Archer (includes Compliance.ai) | None; AWS listing shows a 9,999,999 dollar placeholder | Private offer | None found |
| Wolters Kluwer OneSumX | None; demo form | Quoted | Vendr median $10,612, all Wolters Kluwer products |
| Ascent RegTech, Corlytics, 360factors | None; pricing pages return 404 | Quoted | None found |
| ComplianceOfficer | $149 a month or $894 a year | Per compliance owner; unlimited scans | Published; no multi-year term |
Read the company-wide medians with care. Vendr's ServiceNow and Wolters Kluwer figures cover every product those companies sell, so they tell you the size of a typical relationship, not the price of the regulatory change module. The same is true of OneTrust, whose research feed arrives through DataGuidance inside a privacy platform; see OneTrust pricing for its nine metering units.
What a year costs
Regulatory change management software cost for a three-person compliance team
The same team of three, a chief compliance officer and two analysts at a US bank or fintech, priced on the published rates. List prices only; the discount is yours to win.
Regology Professional
$61,200
a year, $183,600 over the three-year term
3 users at $1,700 a month. The term is part of the published price, so the commitment is the real number to compare.
ServiceNow IRM Professional
$9,000
a year in operator licences, before the platform
3 operators at 250 USD a month on a reseller list. It assumes you already run ServiceNow, which is where the real cost sits.
ComplianceOfficer
$894
a year on Starter, for the owner who runs the register
$149 a month billed monthly. The register is watched daily and every alert cites the regulator that published it. Several named people on one invoice move to Enterprise.
A note on fairness. Regology's content covers statutes and rules in all 50 states, and ServiceNow wires change into a workflow engine your IT team may already own. If you need legislative tracking across every state legislature, or deep ServiceNow integration, those prices buy something real. If you need to know when a rule that governs you changes, and which of your policies it leaves out of date, you are paying for a lot you will not use.
What drives the bill
Four things that move regulatory change management software pricing
Who counts as a user
Regology bills every user, ServiceNow bills operators, LogicGate bills Power Users and gives readers away. Ask whether a business owner who only receives an alert is a paid seat. At $20,400 a year per user, that one definition can outweigh every other line.
Jurisdictions and sources
Regology's published plan is US federal plus all 50 states; global coverage moves you to Enterprise. A state-chartered bank in two states pays for 48 it does not need. Price the regulators you answer to, which is what the scan above lists.
Contract term
Regology's rate assumes three years. A three-year deal fixes today's price but also today's scope, and most GRC agreements we have read let you add seats mid-term but not remove them until renewal. Ask for the reduction clause in writing.
How fast new rules arrive
Speed is priced too. LogicGate's own services description delivers updated standards and regulations content on request within 120 days of a major release on its standard support tier, and within 60 days on Premier. Ask every vendor for that number.

- 4
Policy gaps are flagged with a drafted update, and every step lands in an exportable audit trail.
Negotiating
How to buy regulatory change management software without overpaying
- 1. Bring the published rate. $1,700 per user per month is on Regology's own page. It is the only public anchor in this category, so use it with every vendor.
- 2. Separate readers from users. Ask for alert recipients to be free, as LogicGate does for Standard users. Most of your company only needs to be told.
- 3. Scope by regulator, not by map. Pay for the agencies and states in your register. Take the scan output into the call.
- 4. Ask for the content lag. Days from a regulator publishing to an alert in your inbox. Get it in the order form.
- 5. Price one year against three. A multi-year discount only pays if the seat count and scope will not shrink.
- 6. Cap the renewal. Get a written annual increase limit before signing; defaults usually have none.
Questions buyers ask
How much does regulatory change management software cost?
Published and recorded prices read on 28 September 2026 run from $149 a month for a single compliance owner to $1,700 per user per month for Regology Professional on a three-year contract. Vendr records a median Regology contract of $85,000 a year and a median FiscalNote contract of $24,226. Most vendors, including CUBE, Archer, Ascent, Corlytics and Wolters Kluwer, publish no price at all.
Does Regology publish its pricing?
Yes. regology.com/pricing lists the Professional plan at $1,700 per user per month with a three-year contract, covering US federal and all 50 states. Enterprise is quoted on request with scalable user pricing. That is $20,400 per user a year, and Vendr puts the median Regology buyer at $85,000 a year, which is roughly four users at list.
Is regulatory change management included in ServiceNow IRM?
Only in the upper tiers. On ServiceNow reseller price lists filed on the UK G-Cloud 15 framework, Regulatory Change Management is included in IRM Professional and IRM Enterprise but not in IRM Standard. Fujitsu lists those tiers at 250 and 375 US dollars per IRM operator per month, against 125 dollars for Standard, before the ServiceNow platform itself.
Why do regulatory change management vendors hide their prices?
Because the price follows two things only a sales call reveals: how many jurisdictions and regulators you need covered, and how many people read and act on the alerts. Several vendors use marketplace placeholders instead of prices: CUBE lists 1 dollar on Azure and Archer lists 9,999,999 dollars on AWS, both routing buyers to a private offer.
What is the cheapest regulatory change management software?
Among tools that publish a price, ComplianceOfficer is the lowest at $149 a month or $894 a year, with no user minimum or multi-year term. Regology Professional lists at $1,700 per user per month. Enterprise platforms such as ServiceNow and LogicGate bundle regulatory change inside a larger GRC contract, with LogicGate recorded at a $53,784 median.
Do I need a three-year contract for regulatory change management software?
Not always. Regology prices its published Professional rate on a three-year contract, and many enterprise vendors push multi-year terms in exchange for discounts. Monthly and annual options exist at the lower end of the market. Before signing a long term, check the renewal cap, the notice window and whether seats can be reduced.
